Dear Jean, We've done future research for almost 30 years. The biggest discovery is the work of Dr. Randell Mills - that there is a second form of non-radioactive hydrogen which releases 1,000 times as much energy as you get by burning hydrogen.

The system is safe, clean and decentralized. It could provide clean energy for vehicles and for every village in the world.

I've checked it carefully. I've had four interviews with Dr. Mills and talked with the former Assistant Secretary of Energy, Dr. Shelby Brewer who's had a good look at Mills' work and found it to be genuine. I've seen his Australian patent, his laboratory, his bio, and much else. My interviews and much else are published in about 22 pages of an energy magazine I could send you.

I know we're heading for a major world crisis before the millennium when computers fail to accept the "00" date, but believe that this could be greatly mitigated if most people were aware of the new energy solution coming for all soon after 2000.

With a patent already published and a big, thick book on the new physics there is no way this development can be blocked by corporate power. "Without expending billions, or even millions, or even hundreds of thousands of US taxpayers' dollars, Dr. Mills has apparently completed Einstein's quest for a unified field theory. Dr. Mills' theory is presented in his book, The Grand Unified Theory of Classical Quantum Mechanics (September 1996).

On April 25, 1991, the inventor of BlackLight Power's technology and founder, Dr. Mills, announced a new and reproducible method for generating large amounts of heat during the electrolysis or the conversion of ordinary water into its constituent elements of hydrogen and oxygen. BLP has subsequently refined the technology which relates to releasing heat energy from hydrogen.

The thermal energy producing technology is based on a chemical process causing catalytic hydrogen collapse called the "BlackLight Process." More specifically, thermal energy is released as the electrons of hydrogen atoms are induced by a catalyst to transition to lower energy levels (i.e. drop to lower base orbits around each atom's nucleus) corresponding to fractional quantum numbers. As hydrogen atoms are normally found bound together as molecules, a hot tungsten filament is used to break hydrogen molecules into individual hydrogen atoms.

A vaporized inorganic catalyst then causes the normal hydrogen atoms to collapse to smaller-than-normal hydrogen atoms by stimulating their electrons to fall to smaller radii around the nucleus. The hydrogen collapse is accompanied by a release of energy that is intermediate between chemical and nuclear energies. The catalysts used are the proprietary information of BLP.

The theory, data and analysis supporting the existence of this new form of energy have been made publicly available 1, 2. Laboratory scale devices demonstrating means of extracting the energy have been operated at BLP and at independent laboratories. Results to date indicate the process can support economically competitive products in a wide range of applications including motive power and stationary electric power generation. The advantages of the technology are that the hydrogen fuel is abundant, since it can be obtained in the BlackLight Process by diverting only a fraction of the energy created by the BlackLight Process to split water into its elemental constituents of hydrogen and oxygen by electrolysis. Additionally, pollution produced by fossil and nuclear fuels should be eliminated since no green house gases are generated. As no fossil fuels are required, the projected commercial operating costs are much less than that of any competing energy source.

The Incredible Shrinking Atom vs. Cold Fusion


For the last third of the twentieth century, scientists have sought to unleash the awesome power of the stars. Fusion - the merging of two atoms and the resulting production of nearly boundless amounts of clean energy - has been a scientific and engineering Holy Grail, and nearly as unattainable to realize.

The basic theory behind atomic fusion is easy enough to understand, but atoms do not want to merge except under awesome forces of gravity and heat. As a result, the pursuit of "Hot Fusion" through "Big Science," using enormous Tokamak reactors, laser containment and magnetic plasma fields has been unsuccessful, in spite of decades of research by an army of scientists and tens of billions of dollars invested in fusion research.

So when Dr. Stanley Pons and Dr. Martin Fleischmann announced on March 23, 1989 that they could fuse deuterium atoms laden into a palladium metal in common laboratory vessels through simple electrolysis, in a process they called "Cold Fusion," they were met with nearly equal parts of hope, excitement, skepticism and nay saying. Unfortunately, while some heat production has been observed in later experiments, unsuccessful efforts to reproduce the results of the "Cold Fusion" experiments have led most expert physicists to reject the validity of the theory.

For years prior to the hunt for "Cold Fusion," Dr. Randell L. Mills was pursuing his own innovative theory about how different chemical valences - molecular energy levels - could improve the delivery of drugs to particular sites in the body. One key to Mills' theory is the existence and nature of previously undiscovered lower energy states of hydrogen, which release substantial amounts of heat energy when they are created. Mills calls these lower energy states of hydrogen "hydrinos" and "dihydrinos."

Inspired by the announced discovery of "Cold Fusion," Mills found that with the use of certain catalysts, electrolysis of common tap water could yield excess energy. The finding was similar to the Pons and Fleischmann results, but Mills was not interested in looking for fusion as the cause; he was convinced that he saw the effects of the creation of hydrinos in the electrolysis process. On April 21, 1989, - less than 30 days after Pons and Fleichmann announced their Cold Fusion theory - Mills filed patents on the forerunner of the hydrino-fueled BlackLight Power process.

Backed by his theory of collapsing hydrogen and impressive evidence of the existence of hydrinos in the sun and solar wind, Mills lab work has evolved far beyond any resemblance to Cold Fusion. For instance, Mills' latest prototype, the BlackLight Power Gas Phase Cell, does not use electrolysis at all. Instead, the reaction uses hydrogen gas and a catalyst inside a stainless steel vessel to produce power densities and temperatures equivalent to those of many commercial electric power plants.

If Mills is right, the chase has come full circle. While he has not unlocked the secret to stellar fusion, he may have found the key to the star's deeper secret - the collapsing hydrogen atom.

BlackLight Power Process and Conventional Physics


To date, various parts of BlackLight Power, Inc.'s experimental work have been tested and validated by research teams at: five national laboratories in the U.S. and Canada; three leading U.S. research universities, and by corporate laboratories in the U.S. and Japan.

BLP has formed an impressive Scientific Advisory Board, including full-time science and engineering faculty of Harvard, MIT, Penn State, Lehigh, Franklin & Marshall College, Georgetown, Oregon Graduate Institute of Science & Technology, and INP-Greifswald (Germany), as well as doctorate-level staff of a major architectural-engineering firm. Research collaborators include Lehigh University, Penn State, Thermacore, Inc., and the National Radio Astronomy Observatory.

But even with volumes of experimental and astrophysical data and peer reviewed articles supporting the existence of BlackLight Power, the process faces some big obstacles before the scientific community will freely accept it.

"To say that Mills' theory is revolutionary is a gross understatement," explains Franklin & Marshalls John Farrell, Mills' physicist mentor.

"The theory that explains the existence of lower energy states of hydrogen has the potential to change everything that we understand about physics and the physical world. A change like this threatens anyone who is not willing to consider new explanations of how things work, but nothing succeeds like success. Edison never really knew the scientific principles behind incandescent illumination, light bulb. If Randy can get his BlackLight Power devices to market, the scientific recognition will follow soon enough."

Randell Mills, founder of BlackLight Power, claims that 33 independent laboratory findings have confirmed his research.

In a few years, Pacificorp officials either will be red in the face or at the forefront of a revolutionary new technology that could provide inexpensive, non polluting electricity.

Quietly, hoping to draw little attention to the move, Pacificorp has invested more than $1 million of shareholders' money in BlackLight Power Inc. The Malvern Pa., company claims to have discovered a new source of energy based on changes in the state of the hydrogen atom.

If BlackLight Power's claims are true, its product will be placed alongside coal, wood, gas, oil, hydroelectricity and nuclear power as a source for generating electricity. Utilities could spend one-half as much to produce electricity. BlackLight Power's process would yield no ash, carbon dioxide or nuclear waste, and it would not harm salmon or contribute to global warming, its developers say.

Too good to be true? That's the view of traditional physicists who laugh at PacifiCorp's investment and scoff at BlackLight's claims.

"Every scientist thinks BlackLight Power's claims are totally preposterous," said Robert Park, physics professor at the University of Maryland and director of public information for the American Physical Society. "A lot of people have been chuckling about PacifiCorp's investment. Other utilities have made similarly foolish investments. They go on the Pennsylvania lottery theory: "The odds are small, but if it pays off, it will pay off so big we better invest some money." However, those who believe in BlackLight Power's founder - Randell Mills, a 39-year-old Harvard-trained medical doctor are willing to stake their money on him.

BlackLight recently raised $10 million in a private placement*, Mills said. It also attracted a second utility investor, Atlantic Electric, based in Pleasantville, N.J., he said

Jim Kendall, a former employee of Technology Insights of San Diego, which studies emerging energy technologies, recently became director of engineering and technical support for BlackLight Power, through PacifiCorp funding. He made the switch because he was so impressed by what he found after a nine-month technical review of BlackLight Power, he said.

One successful Oregon entrepreneur, Norm Winningstad, was an early investor in BlackLight Power and recently became its treasurer. Last year, he faxed PacifiCorp Chief Executive Officer Fred Buckman a letter urging him to look into BlackLight Power. At that time, PacifiCorp was establishing a technology venture capital investment program and was open to advice said David

Engberg, PacifiCorp's director of strategic planning.

Winningstad alerted PacifiCorp because he believes Mills' discovery is comparable to Einstein's theory of relativity. The implications are enormous, he said.

"The Israelis won't have to argue with the Jordanians. You can tell the Arabs to keep their oil. All these wars over energy sources are no longer appropriate or necessary. We will have a different world shortly. My guess is we will see a significant number or these plants in operation in five years."

The plants would he based on a theory that disputes long-held views in physics. Mills claims a chemical reaction can lower the "ground" state of the hydrogen atom and that the energy released in that transition can be captured.

"This is a chemical reaction that makes a new lower form of hydrogen," Mills said, adding that 33 independent laboratory reports have confirmed his findings.

Traditional physicists argue that the "ground" state of the hydrogen atom is the lowest energy state possible.

"We are very comfortable with what we know about hydrogen," Perk said. "All levels of the Hydrogen atom are accounted for in quantum mechanics. There is nothing to suggest other levels exist."

High Hopes for Hydrogen

However, using potassium to spur a chemical reaction, Mills claims he has lowered the energy state of hydrogen and created heat 100 to 1,000 times greater than that produced by burning hydrogen. Hydrogen burning, which resembles natural gas burning, is being studied by the federal government as an alternative form of producing energy.

The byproduct of Mills' chemical reaction is a "hydrino", the lower energy hydrogen atom. It is chemically inert and floats into space in much the same way helium in a balloon floats into space, said Kendall, who has a Ph.D. in engineering.

"The beauty of this process is the byproduct is benign," Winningstad said. "You don't need scrubbers or radioactive storage." In addition, the hydrogen could come from water, which would have little effect on the environment.

Paul Grant, an executive scientist with the Electric Power Research Institute in Palo Alto, Calif., a utility funded research and development corporation, said BlackLight Power is far from commercializing its product. Mills' tests yielding the high heat production can't be reproduced, he said.

However Reinhart Engelmann, a retired professor of electrical engineering and applied physics at the Oregon Graduate Institute of Science and Technology, said Mills' theory "has been demonstrated on a small scale in a way that is very impressive."

That is why power companies are interested.

"This could be one of those major discoveries if Mills is proven right," Engelmann said. "He has lots of evidence now that these lower hydrogen states do exist"

Given the potential rewards of its early involvement in BlackLight Power, PacifiCorp's has preferred to keep its investment quiet, Engberg said.

"In a very early stage of technology, for a lot of reasons, you don't want to broadcast it. It is very uncertain. We don't know when or how spectacularly it may develop and pay off. Maybe in many years. Also we don't like to give too many signals to competitors." He stressed that shareholders' money - not rate payers' dollars supported the investment

"The technology might be available within two years for retrofitting existing plants," Mills said. PacifiCorp might retrofit some existing power plants to use the hydrogen based fuel instead of coal or gas. PacifiCorp might install a number of small units rather than one large plant in areas where it wants to avoid the costs of constructing large transmission lines to move electricity from the plant to the user, Mills said.

"If technology develops that will improve upon what we use now and offer economic benefits, we want to be a user," Engberg said. "By working with the company now, we are in a position to be first of all aware of the status of the technology and its proximity to commercialization. We can work with manufacturers to test and demonstrate pre-commercial products and be ready to adopt it."

And that experience could give PacifiCorp's an important advantage when the utility industry is deregulated and utilities are competing for customers, he noted. PacifiCorp is smart; it wants to be the first to use the technology, said Winningstad, founder of Floating Point Systems, the Portland high-tech firm, and former chairman of Lattice Semiconductor.

"Remember our friend Bill Gates? He put it this way. He came along at a sea state change in computers. This is like when Einstein came out with his theory of relativity, and that was a sea state change in physics.

"We are now at another sea state change in physics. It is preposterous pomposity on the part of these physicists who won't admit there is something in the hydrogen atom."

Dear Jean Hudon, Thank you so much for your thoughtful messages on Y2K and the new millennium celebration ideas. I'm completely with you in the spirit of your work, but feel there are some things missing still.

The great news which you've missed is the coming of a whole new energy system and a whole new physics which has already been developed but not much publicized.

(...) My work since 1970 is director of the Aquarian Research Foundation, a tax exempt nonprofit doing independant research on the future of the planet to find out how we can create a really positive future. The history of Aquarian is available on our homepage.

Over the years we've looked at alternative lifestyles, new energy solutions, new organic farming systems, etc. There are some amazing breakthroughs not yet receiving wide publicity. Communal groups have more than 30,000 people in the Hutterite Colonies, U.S. and Canada, going since 1872 on this contintent., Other large groups like the Remar Communities with 12,000 worldwide and The Family with about 10,000 and the Bruderhof Communities with about 2,600 people. I've lived with some of these groups and visited many others at least 20 years. We bought a 1958 Cessna to take people to visit communities for 20 years.

NEW ENERGY is a reality ! This is quite fantasitc. We've looked at wind and solar and many other systems, even some frauds, but now there's a big discovery. It turns out that a fundamental error in physics ignored the existence of a second non-radioactive form of hydrogen which is an INERT GAS. Low energy hydrogen can be made from ordinary hydrogen when its electron orbit drops to about one twentieth its "normal" size. When this happens (in a vacuum at about 2,500 deg. Kelvin with potassium vapor as the catalyst) the hydrogen atom releases up to one thousand times as much energy as needed to get hydrogen from water. This means a lot of energy is available with NO pollution at all. I know this sounds totally fantastic, but a 200 hp car using this sytem could go 100,000 miles on the hydrogen in a single tank of water ! Think what that could do to the cost of transportation and how the life of everyone could improve.

Of course we have much more information. You can look at the inventor's web site: www.blacklightpower.com and get the facts from Dr. Randell Mills himself. With a less scientific background, we have four interviews with Dr. Mills printed in a magazine, about 22 pages in all if you count the editorials about it. There's also the tape of a broadcast by Radio for Peace International, about 35 minutes long.

In short, in a few years fossil fuels will be out and abundant safe, clean energy will be here. The third millennium will be significantly different from the second. Every little village will have its own electric power without centralization and without fuel or pollution. Water will be all that's needed and there'll be plenty of energy to pump and purify it.

There's also a rising free radio movement with folks starting their own low power FM stations for less than $1,000. The broadcast radius is one to five miles depending on antenna height and receiver quality. My daughter April is part of a community leading the movement. The FCC (U.S. Gov't) admitted in our conference that there may be 1,000 such stations already operating, and that in locations far from a FCC office, they are unlikely to do anything. FCC says the stations are illegal as they have no license, but there are court cases about that claiming FCC is violating our free speech rights, and FCC will probably not prevail as the cases might never be heard because of U2k. FCC is in big trouble because of that.

I hope to supply the free radio movement with tapes of broadcasts from Radio for Peace International, and also to put the broadcasts on the web as RealAudio so they can be picked up all over the U.S. and by low power FM stations. Do you ever hear Radio for Peace ? They are organizing a huge international gathering of indigenous peoples in October of this year. It will be broadcast live 5 hrs. a day.
