About PEI
Phoenix Engineering, Inc. is a minority and women owned business specializing in consulting civil engineering and cost estimating. We were founded in 1989 to provide professional engineering, surveying and construction engineering services associated with the construction of Highways and Bridges, Buildings and development of Residential, Commercial and Industrial Facilities. While we offer a comprehensive range of planning and engineering services to Governmental Agencies and Private Sector clients, our primary focus is on transportation; highways, bridges and transit facilities.
In September of 2003, Phoenix purchased Scharf-Godfrey Inc. (SGI), a construction cost consulting firm. SGI was founded in 1920 as Edward G. Scharf, Consulting Estimator. SGI has since grown into one of the largest independent construction cost consulting firms on the East Coast and is now a division of Phoenix Engineering, Inc. We are proud to continue the good name and services of SGI.

Our transportation engineering department has designed road resurfacing, reconstruction and realignments for various agencies including Baltimore City, Maryland State Highway Administration, Howard County and the Federal Highway Administration. Our staff is experienced and familiar with the standards of the various agencies. We have produced construction documents and specifications for all of our projects.
Phoenix’s site engineering department is experienced in commercial and residential planning. Some of our projects include CarMax sites, polo fields, and golf courses. Many of our land development projects have included permitting issues, utility relocation, stormwater management, and erosion and sediment control. We are familiar with the submission process for permits in the local counties.
Our cost estimating division has vast experience in construction cost estimating, claims analysis and schedule reviews. We have performed cost estimates for large and small projects throughout the Baltimore-Washington Metropolitan area as well as New York and Connecticut. Some of our more noted projects include Dulles Airport Automated People Mover System, St. John’s College – Archaeological Site, PATH Restoration in Manhattan, NY, New Haven Mainline Catenary System in Connecticut, and many of the wastewater treatment plants in Baltimore and the District of Columbia.
